OUR MISSION To make a positive difference to young people and their families by delivering high-quality, personalised care and support that meets complex physical, and health needs, promotes independence, and helps each young person achieve their full potential.

Job Purpose

The Registered Manager will commission, set up, and lead a new 3-bedded children’s home for young people aged up to 17 with complex physical needs (including those requiring specialist medical interventions). This includes leading the commissioning process, working with local authority and health commissioners, overseeing property preparation, staff recruitment, policy and procedure development, and ensuring readiness for Ofsted (and CQC, if applicable) registration.

Once operational, the Registered Manager will manage the home to provide a warm, nurturing, safe, and child-centred environment, meeting both social care and healthcare requirements, and complying with all statutory and regulatory standards.

Main Duties and Responsibilities

1. Commissioning & Service Setup

  • Lead on the commissioning process, developing strong links with local authority and NHS commissioners.
  • Oversee property readiness to meet Children’s Homes (England) Regulations 2015 physical standards and clinical requirements.
  • Implement all required policies, procedures, and care pathways prior to opening.

  • Recruit, induct, and train the staff team to meet regulatory standards and the home’s ethos.
  • Work closely with our Consultant Nurse and Head of Care to ensure successful Ofsted and CQC registration ensuring readiness for inspection.
2. Regulatory Compliance

  • Ensure compliance with Children’s Homes (England) Regulations 2015 and Quality Standards.
  • Develop key relationships with Ofsted and the Care Quality Commission
  • Maintain accurate records, notifications, and regulatory returns.
  • Embed Working Together to Safeguard Children guidance and relevant NICE guidelines.
3. Leadership and Service Management

  • Lead and motivate a skilled multi-disciplinary team, including care staff and, where applicable, nurses.
  • Ensure that rotas reflect individual hours and recognise the skill mix of the workforce, ensuring safe, effective staffing levels to support people to live the life they want.
  • Ensure enhanced hours are clearly evidenced and delivered.
  • Ensure that there is evidence of effective handovers, planning of the day-to-day activities and ensuring staff are following support plans and relevant policies and procedures.
  • Oversee and monitor accidents or incidents ensuring these are documented in the managers monthly report and relevant notifications made and escalated to Clinical Lead Nurse.
  • Monitor and oversee the interactions and performance and conduct of staff on duty and respond to poor or inappropriate practice.
  • Provide effective supervision to support staff.
  • Ensure all staff are up to date with their mandatory training and address non-compliance with individual staff.
  • Provide on call phone advice, guidance, and support to the workforce out of hours.
  • Ensure that medication is administered in a timely fashion and ensure any medication errors or discrepancies are reported.
  • Develop an open, transparent culture which strives for continuous improvement, the well-being of the staff team and a culture which learns lessons and where the workforce feels valued.
  • Lead on safer recruitment in line with CQC Regulations.
  • Ensure concerns and complaints are acted upon in a timely manner as per our policy.
  • Ensure regular spot checks and competencies are undertaken to monitor care delivery, staff competency and service user satisfaction.
  • Be a positive role model and lead the team ensuring annual leave, payroll, recruitment, invoices, and rotas are managed effectively.
  • Ensure all information is kept up to date in accordance with GDPR legislation.
  • Lead on initiatives to market the service and attract new referrals and enquires.
  • Create an open and transparent culture enabling staff to confidently raise concerns and ensure there is clear evidence of a learning culture when there have been incidents and near miss events.
  • Plan and lead an on-call rota ensuring staff have access to clear advice, guidance, and support in case of any emergencies.
  • Monitor staffing hours and annual leave ensuring staff are taking regular breaks throughout the year to prevent burnout and support good staff wellbeing.
  • Ensure that staff have the necessary resources to carry out their roles and responsibilities.
  • Chair monthly staff meetings, create opportunities for feedback and ensure all staff are aware of the company goals.
  • Manage budgets, resources, and contracts efficiently.
  • Ensure that Staff members all understand their expectations as an employee of xxxx and the Mission Statement and Values we promote.
  • Build the companies vision and arrange networking events and family and friend’s days to enable relationships to be established.
  • Ensure that staff all have signed contracts and that their staff files are kept up to date and contain all relevant information including supervisions, sickness, annual leave, and performance concerns are documented and in place.
  • Commit to the development, knowledge and skills of the staff team ensuring that mandatory training is up to date and that opportunities are identified for additional training according to service user needs and individual staff development.
  •  Ensure that Positive Behaviour Support is embedded in the culture of the service through training, support plans, and the culture of the home.
  • Carry out investigations when there has been care or conduct concerns, liaising with the Nurse Lead and our relevant HR partners as necessary.
  • Act swiftly to performance and capability concerns.
  • Address concerns with staff performance, competency, and skills always following relevant policies and procedures and with support from the HR and the Operations Manager.
  • Ensure that you maintain knowledge and understanding of Ofsted, CQC regulations and key legislation.
  • Ensure that the home is operating as described in the Statement of Purpose.
  • Carry out any additional tasks or duties according to your Registered Manager responsibilities and within your scope of competence.
4. Care and Health Support

  • Oversee the safe delivery of care for young people 8-17 with complex health needs, including those requiring clinical interventions.
  • Ensure that there are effective care plans in place for all young people based on the needs, risks and wishes of the person and in co-production with them. Ensure these are updated at least monthly or as needs change.
  • Ensure new admissions are communicated clearly to the staff team ensuring everything is in place to deliver safe, effective care
  • Ensure robust partnership working with relevant health professionals and key stakeholders. Raise any concerns with any gaps in support with the Clinical lead Nurse.
  • Develop strong relationships with service users and their families ensuing regular monitoring of care and support delivery.
  • Ensure all young people have monthly key worker meetings and are offered an annual support review.
  • Ensure that the Accessible Information standard is always followed, considering the needs of all the people we support.
  • Ensure young people are supported to make their home personal to them.
  • Provide direct care and support where necessary and ensure there is evidence of regular spot checks and competencies of clinical and care practices.
  • Always maintain a regular line of communication with the Responsible Individual and Clinical Lead Nurse
  • Act as Safeguarding Lead the home ensuring the safety and welfare of the people we support at all times.
  • Work closely with health professionals to ensure effective healthcare planning and treatment.
  • Ensure staff are trained in specialist equipment use, medication administration, and emergency procedures.
5. Safeguarding and Placement Planning

  • Act as the Safeguarding Lead for the home.
  • Ensure that safeguarding concerns are reported and liaise with the Clinical Lead Nurse and Responsible Individual immediately in response to serious incidents.
  • Ensure each young person has an individualised care and healthcare plan, reviewed regularly.
  • Promote the young person’s voice and participation in decision-making.
  • Ensure all staff have up to date safeguarding training relevant to their role

6. Quality Assurance and Development

  • Carry out regular audits and self-assessment against Ofsted and CQC standards.
  • Follow the Governance calendar ensuring all relevant systems and process are undertaken.
  • Carry our regular observations audits of staff interactions.
  • Ensure that competencies are undertaken in key areas.
  • Lead a culture of continuous improvement.
  • Support strategic growth, new service development, and best-practice sharing.

7.  Other duties

  • Take the lead in marketing your service, developing key relationships with commissioners and ensuring that vacancies are communicated, and assessments are undertaken in a responsive manner.
  • Act as an ambassador for the service ensuring as the Registered Manager you always maintain professionalism and integrity.
  • As a Registered Manager in the service, ensure you refrain from befriending staff or services users on social network sites.
  • Always act in the best interest of any person who may lack capacity.
  • Ensure that the safeguarding of the people we support is always a priority.
  • Be aware of, and follow the procedure for, reporting any safeguarding concerns or incidents.
  • Keep accurate records.
  • Attend your own training and ensure you evidence Continuous Professional Development
